Wednesday, November 12, 2003 Cheshvan 17, 5764 Goldberg: This is no way to build a fence By Zvi Zrahiya State Comptroller Justice Eliezer Goldberg yesterday lashed out at the government for its management of the construction of the separation fence, saying, "it is not at all clear who is in charge, the operational authority or the political one." Speaking to the Knesset State Comptroller's Committee, during a hearing on proposals to create a judicial commission of inquiry into why the fence has not been built yet, Goldberg said the impression he has received shows that there was no long term planning for the fence. "It seems to be hand to mouth. This is no way to build a fence. A multi-year plan like this needs planning and financing from the budget."
He said the plan for fence has not been finished, the route of the fence is only partially drawn and not based on detailed, approved planning. No budget has been allocated to it and therefore it is impossible to even begin it.
He noted that not until May 2003 did the cabinet even discuss the gateways in the fence, but it did not approve the, let alone budget for them.
The proposal for a commission of inquiry was raised by Ran Cohen, MK (Meretz), who said it was "a failure of a proportion not seen since the Yom Kippur War." More than 900 Israelis have been killed and instead of finishing the fence, the government was building an open fence, full of holes, that winds its way in a roundabout way through the West Bank.
"The fence that us supposed to provide security isn't doing so," he said. "There has been zero progress this past year. No instructions were handed down, and not budget was allocated for it," he said.
Arie Eldad, MK (National Union), said the fact the budget does not specify allocations to the fence construction shows there is a lack of due diligence on the part of the government. A treasury official said that NIS 600 million was allocated for parts of the fence, but aditted that the final costs have not been calculated so there is no detailing in the 2004 budget. After the needs are determined, the financing will be found, he said.
