Could a war with Iraq trigger new attacks against Americans?
Yes. U.S. intelligence officials say terrorists are already targeting U.S. troops en route to the Persian Gulf, and a military strike against Iraq could prompt attacks on American civilians.
U.S. intelligence officials say they recently uncovered credible evidence of what they called a terrorist plot to bomb airplanes shuttling U.S. forces to the Persian Gulf. In an unprecedented move, they reportedly shared classified details of the plot with the planes’ operator, a private firm under contract with the U.S. government. The Pentagon plans to have 150,000 soldiers in the Persian Gulf by mid- to late February, most of whom are expected to travel onboard chartered aircraft.

According to William Rosenau, a terrorism and intelligence expert at RAND, a war with Iraq may also prompt Saddam Hussein to target American civilians. “It’s pretty prudent to speculate that if we go to war against Iraq, the Iraqis would try and attack U.S. targets,” he said. In an October 2002 letter to the Senate Intelligence Committee, Director of Central Intelligence George Tenet said that Saddam might be inclined to give weapons of mass destruction to Islamic militants if he viewed it as “his last chance to exact vengeance by taking a large number of victims with him.” Experts also say that terror groups such as al-Qaeda are not likely to stand by as the United States wages war on an Arab state.

In addition, FBI officials warn that, as pressure on Iraq mounts, a national security crisis could arise from cyberterrorism. A new classified FBI report asserts that supporters of Saddam Hussein may be behind a recent rise in electronic attacks on U.S. government computer networks.
