Australia's Spy Agency Warns of Biological, Chemical Attacks
Aug. 13 (Bloomberg) -- A biological or chemical attack carried out by terrorists is ``only a matter of time,'' said Dennis Richardson, the chief of Australia's security agency.

``There is a genuine concern that a catastrophic attack is certainly only a matter of time,'' said Richardson, the director- general of the Australian Security Intelligence Organization. It is unlikely any victory in the war against terrorism will be declared ``any time soon,'' he said.

The security body released a transcript of Richardson's speech, which was made last week, on the day a car bomb killed 11 people in Indonesia's capital, Jakarta.

Indonesia blamed the Jemaah Islamiyah terrorist group, which has been linked to the al-Qaeda network, for the attack. Al-Qaeda, in a statement to Arab media at the weekend, said the Jakarta bombing was part of series of attacks it plans to carry out, Cable News Network reported. The al-Qaeda statement warned U.S. and Australian nationals about their presence in Jakarta.

``We have to brace ourselves for a terror attack in Australia,'' Prime Minister John Howard said today on Sky News. ``This may sound to be a grim warning, but that is the way the world is at the moment.''

Howard, in a statement to parliament yesterday, said Australia won't upgrade its security as a result of al-Qaeda's reference to Australians.

``This statement does not change the threat level facing Australia,'' Howard said. ``Australia remains a terrorist target, we have to be on alert.''

Bali Bombing

Indonesian investigators said the bombing outside the JW Marriott hotel in Jakarta was similar to last October's attack in Bali, which killed at least 202 people, 88 of them Australians.

Australia sent police investigators to help the Jakarta inquiry. It made a similar contribution after the Bali bombings, which were also blamed on Jemaah Islamiyah. The group wants to set up an Islamic state in southeast Asia.

``Australia is a target because we are seen as part of the Zionist Christian conspiracy,'' Richardson said. ``The fact that we are in close alliance with the U.S. and the fact that we are clearly engaged in the war on terrorism does contribute to us being a target.''

Australia sent some 2,000 troops as well as planes and ships to support the U.S.-led war on Iraq that ousted Saddam Hussein's regime in April.
