WASHINGTON, July 15 /U.S. Newswire/ -- Statement by AIPAC President Bernice Manocherian and Executive Director Howard Kohr:
The American Israel Public Affairs Committee (AIPAC) applauds the House of Representatives for its strong bipartisan condemnation of the ICJ's recent irresponsible and inappropriate ruling regarding the security fence that Israel is building along the West Bank to prevent Palestinian terrorism from claiming the lives of innocent Israelis.
As the resolution states and Congress today made indelibly clear, the United States will, and all nations must, act decisively to prevent the exploitation and misuse of the ICJ's advisory judgment for political purposes.
The measure passed 361-45 in large measure due to the leadership of Reps. Mike Pence (R-Ind.), Shelly Berkley (D-Nev.), and Ileana Ros-Lehtinen (R-Fla.), and the House leadership on both sides of the aisle.
Israel, like all other nations, has the right defend itself and the inherent duty to protect it citizens. Even before their security fence has been fully completed, it has already proven itself an extremely effective tool in the prevention of terrorist attacks, saving countless innocent lives.
The anti-terrorism barrier has produced a 90 percent drop in terrorism emanating from the northern West Bank, formerly the originating point for scores of devastating suicide bombings and other deadly terror attacks, and is enabling Israeli security officials to prevent 95 percent of overall Palestinian terror attacks, according to Israeli Defense Minister Shaul Mofaz.
Secretary of State Colin Powell, in his recent testimony before the Senate Appropriations Committee explained, "Israel has a right to build a fence to protect itself if it feels that's what it needs to keep the terrorists from getting into Israel."
As Article 51 of the UN Charter clearly states, every sovereign nation has the right of self-defense. That includes Israel, despite the illegitimate effort of the ICJ's to infringe on that right.
