The anti-terrorism barrier has produced a 90 percent drop in terrorism emanating from the northern West Bank, formerly the originating point for scores of devastating suicide bombings and other deadly terror attacks, and is enabling Israeli security officials to prevent 95 percent of overall Palestinian terror attacks, according to Israeli Defense Minister Shaul Mofaz. Secretary of State Colin Powell, in his recent testimony before the Senate Appropriations Committee explained, "Israel has a right to build a fence to protect itself if it feels that's what it needs to keep the terrorists from getting into Israel." As Article 51 of the UN Charter clearly states, every sovereign nation has the right of self-defense.
