Files First WTO Complaint Against China VOA News 19 Mar 2004, 15:42 UTC The United States has filed a complaint against China with the World Trade Organization, accusing Beijing of giving unfair tax breaks to domestic semiconductor makers. The case is the first complaint lodged against China since it joined the WTO in 2001.
U.S. Trade Representative Robert Zoellick announced the move Thursday. He said that as a WTO member, China must live up to its international trade obligations and cannot impose measures that discriminate against U.S. products.
Under WTO rules, the two sides must hold consultations for 60 days before global trade arbiters agree to study the complaint.
At issue is a 17 percent value-added tax that China imposes on semiconductors sold in that country. The Chinese government then rebates most of that tax to Chinese firms.
U.S. officials say the practice leaves foreign manufacturers at a huge disadvantage in the Chinese market.
Analysts say the formal complaint is a departure from the trend of trying to resolve disputes directly with Beijing.
The action also comes in the midst of ongoing complaints from U.S. lawmakers and manufacturers who accuse China of undervaluing its currency and giving exporters an unfair advantage at the expense of U.S. manufacturing jobs.
