WTO Judges: US Breaks Rules with Byrd Law
Reuters Thursday, January 16, 2003; 9:21 AM
GENEVA (Reuters) - World Trade Organization (WTO) appeals judges have ruled that a U.S. law channeling anti-dumping duties to U.S. firms violates global trade accords, diplomats said on Thursday.
But the envoys said the three judges also found in favor on some smaller points of a U.S. appeal against an earlier WTO panel ruling in the case -- which had set most other members of the trade body against the United States.
"The Appellate Body confirmed that it (Byrd) is inconsistent with trade rules," said one Geneva-based diplomat. There were no immediate details on the ruling from the WTO's Appellate Body. A full text was to be issued at 10:30 a.m. EST.
The dispute is highly political and the ruling could arouse fresh criticism of the WTO in the U.S. Congress which in 2000 passed the law, proposed by Democratic Senator Robert Byrd, against the advice of then-president Bill Clinton.
