EU warns Nepal on political, civil restrictions

BRUSSELS, Feb 2 (Reuters) - The European Union warned Nepal on Wednesday that imposing house arrest on leading politicians and suspending press freedoms could have "serious implications" for its international standing.

EU president Luxembourg said it was "gravely concerned about reported restrictions imposed upon political and civil society," and cited "frequent and systematic violations" of human rights on both sides of the Nepalese conflict.

Nepal's King Gyanendra unveiled a 10-member cabinet under his leadership on Wednesday, a day after he sacked the prime minister for failing to hold elections or end an escalating civil war with Maoist rebels in the Himalayan kingdom.

Gyanendra has taken over power, declared a state of emergency, suspended civil liberties, including press freedom, and placed many politicians under house arrest.

"The EU reiterates that continued non-compliance with international human rights and humanitarian law will have serious implications for Nepal's standing in the international community," its statement said.

"The EU firmly believes that a negotiated and democratically based solution is the only acceptable and sustainable way to end the current conflict."

It did not elaborate on what the implications might be.
