UN LIFTS LIBYA SANCTIONS

Libya has declared the lifting of sanctions against it a "victory" and called on all nations to open up dialogue with the country.

The United Nations voted on Friday to lift the sanctions, imposed after the Lockerbie bombing in 1988.

The move paves the way for a multi-million pound compensation package for the families of those killed.

The vote passed 13-0, with the United States and France abstaining.

The United States cited concerns about Libya's weapons capability as the reason for its decision to opt out of the vote.

The country has its own separate sanctions against the Tripoli Government in place.

The United States and Britain called for adoption of the UN resolution last month, after Libya accepted blame for the Lockerbie bombing and agreed to pay $2.7 billion in damages to the relatives of Lockerbie victims as soon as the UN embargo ended.

The amount was considerably more that the $34 million paid to the families of victims killed in the separate bombing of a French UTA airliner in 1989.

Earlier this week, France threatened to use its veto to block the vote unless it could improve the deal it had agreed to in 1999.

It withdrew the threat after Libya agreed to provide additional compensation.

The Lockerbie compensation sum will be doubled when the United States ends its own sanctions against Libya.

Most of the 270 people killed in the Lockerbie attack were American.
