The White House has framed the issue as a major test of executive privilege. But legal experts say the issue before justices is a narrow one -- and it's unclear how big an impact the court's decision will have. Two outside groups have filed suit to gain access to task force records -- hoping to see what influence top energy executives had in the deliberations. Two years ago, a district court judge ordered the White House to start turning over documents. But the White House has fought the ruling. Solicitor General Theodore Olson argues the task force is an advisory group of government officials -- and is thus exempt from open-records rules. Copyright 2004 Associated Press.
