A joint American-Kurdish force has seized Saddam Hussein's brother Watban in north-west Iraq, from where he may have been trying to make his way to Syria.
His capture prompted a warning to Syria from President George Bush not to harbour fleeing Iraqi leaders.
Watban Ibrahim al-Tikriti is one of three half-brothers of President Saddam who played an important role in his rise to power, holding jobs in the security services. The brothers were eclipsed after the death of their mother, Subha, in 1983, but became prominent again after the 1991 Gulf War.
While never in the first rank, Watban was an important part of President Saddam's ruling elite, which was dependent on blood ties. He was Interior Minister up to 1995, although he was later accused by his half-brother of doing a poor job.
Watban had uneasy relations with Uday, President Saddam's elder son, who shot him in the leg at a party later in 1995 after hearing that his uncle had been criticising him.
For any of the top Iraqi leaders to find refuge outside Iraq will be extremely difficult. They are detested by Iran, the easiest country to reach and, although there is a large Iraqi community in Syria, the Syrian government is fearful of offending America.
President Bush accused Damascus of holding chemical weapons, and warned Syria, Iran and North Korea that the Iraqi example shows "we're serious about stopping weapons of mass destruction".
Syria last night appeared to strike a conciliatory tone, with Buthayna Shaaban, a Foreign Ministry spokeswoman saying the borders with Iraq were closed and that no Iraqi leaders had asked to come to Syria.
