GOP Mayor Shakes Up Electoral College
September 8, 2004

South Charleston's Robb Says He Might Not Vote for Bush

One of West Virginia's five Republican electors says he might withhold his vote instead of casting it for President Bush when the Electoral College meets.

South Charleston Mayor Richie Robb said he is angry about Bush's economic and foreign policies and political ads that attack Democrat John Kerry's war record.

Robb said he thinks Bush needs to get the message that his strategy in national security and his economic policies need to be revisited.

The state party named Robb an elector at its annual convention this summer in Beckley. West Virginia would have to support Bush, as it did in 2000, for Robb to become a member of the Electoral College.

Robb, a lawyer who has been mayor for 29 years, ran unsuccessfully for the Republican nomination for governor.

Robb says it is unlikely he would cast his electoral vote for Kerry or anyone else other than Bush, but he is considering withholding it.

Robb would not be the first West Virginia elector to go against the popular vote. Margarette Leach of Huntington declined to vote for Michael Dukakis in 1988 even though Dukakis carried West Virginia. Leach cast her presidential vote for Dukakis' running mate, Lloyd Bentsen.
