Congress May Act on 'Blood Diamonds' Next Week WASHINGTON (Reuters) - The U.S. House of Representatives could act as early as next week on a bill that would stem the trade in ``blood diamonds'' linked to suspected terrorism, the bill's sponsor said on Thursday.
The measure, which would require certification of imported diamonds' origins, has broad bipartisan support, especially in light of reported links between diamonds mined by rebels in Sierra Leone and Osama bin Laden's al Qaeda organization, said Ohio Democrat Rep. Tony Hall, the bill's sponsor.
``These diamonds are dipped in blood,'' said Hall, adding the that bill could come up for a vote as early as Tuesday.
``If we are going to cut off funds used by terrorists to carry out their attacks. We can't ignore the millions of dollars they earn from the illegal diamond trade,'' said Illinois Democrat Sen. Dick Durban, co-sponsor of a companion bill in the Senate.
With the backing of much of the diamond industry, an international effort known as the Kimberly process has been trying to develop a system for stemming trade in illicit diamonds linked to the Sierra Leone rebels, who have been accused of extreme violence.
Backers of the U.S. legislation say it would lend additional support to that effort.
