(KAAL) -- Since 1987, Iowa law said anyone receiving federal agricultural subsidies must be actively involved in farming.
But a recent report shows that because of a lack of enforcement, many who are not actively engaged in farming are still getting these farm payments.
Iowa senator Charles Grassley says the farm program is meant to help people who farm for a living.
"It's a wake up call to the Department of Agriculture to enforce the law in the way it was intended to act so that only farmers would get benefit from the farm program."
Grassley says one way to stop the abuse of the farm program is to be more specific in defining who is a farmer.
"One of those would be to use the IRS judgment on what actively engaged in farming is all about. They quantify it as 500 hours a year as a labor contribution to the farming aspect."
Grassley adds while 500 hours isn't considered a full time farmer it does show they're farming as more then just a hobby.
