The sources say the speech provides a snapshot look at what the administration was thinking at the time. Because of the attacks, Rice never delivered the speech. The terrorism it did mention was in the context of the dangers posed by rogue nations, like Iraq. It focused mainly on missile defense, even faulting the Clinton administration for not doing enough about what it said was the real threat, long-range missiles. The question of whether the administration was properly tuned in to the terror threat before 9-11 is now a top issue in Washington.
