British offer on EU reform

The British government has announced concessions it's willing to make as part of the reform of the institutions of the European Union ahead of enlargement.

The foreign secretary, Robin Cook, told parliament that Britain was ready to give up one of its two posts in the European Commision and agree to a further limited extension of majority voting.

In return, Britain would demand an increase in its voting weight in the Council of Ministers, so as to better reflect its population.

Mr Cook said there would be difficult decisions and tough negotiations before enlargement could be completed.

But the prize would be the final burying of the division of Europe which had scarred the continent for half a century.
