Vajpayee faces election defeat

Atal Behari Vajpayee, the Indian prime minister, will resign after early counts showed that his Bharatiya Janata Party-led coalition has suffered a shock election defeat by the Indian National Congress.

With the Hindu nationalist BJP's defeat expected to be confirmed later today, George Fernandes, the defence minister, said Mr Vajpayee would move to the opposition benches.

The Congress and its coalition partners are currently leading in more than 272 seats of the 545-member parliament, making it certain that Mr Vajpayee will leave office.

Sonia Gandhi is likely to take his place as prime minister, restoring the Gandhi-Nehru dynasty that ruled India through the Congress for 35 years until her husband Rajiv was assassinated in 1991.

However, her position will be weakened by having to build a coalition government and having to rely on the support of minor parties such as the Communists.

The shock defeat for the BJP comes despite a booming economy, improved relations with Pakistan and a bumper harvest.

Mr Vajpayee called the election six months early and used an "India shining" slogan during his campaign in the hope that the feel-good factor among voters would return him to office.

But the 380 million voters who took part in the three-week poll appear to have been put off by what many believed was a smug campaign.

They did not rally to his personal attack on Mrs Gandhi for being born in Italy and India's rural majority have been left behind by the economic boom which has been largely confined to the urban middle classes.

Mr Vajpayee is expected to submit his resignation to President Abdul Kalam later today after holding a meeting of his cabinet.

Mrs Gandhi is not expected to meet the president until the counting at 1,214 centres across the country is completed.
