The move came after United Nations Secretary General Kofi Annan and U.S. Secretary of State Condoleezza Rice told Olmert that international forces were ready to replace Israelis at command positions over Lebanese seaports and airports, Olmert's official spokesman, David Baker, said by telephone. The blockade has been enforced since July 13, a day after Hezbollah fighters abducted two Israeli soldiers in a cross- border raid, sparking the 33-day conflict that killed more than 1,200 people in Lebanon and 159 people in Israel. Israel had said it wanted an arms embargo implemented against Hezbollah before ending the restrictions, and a UN force in place before withdrawing its soldiers from southern Lebanon. It also wants a force of Lebanese and international soldiers deployed along the Lebanese-Syrian border. Israel has stationed warships off the Lebanese coast to help enforce the blockade. German personnel and equipment are expected to arrive at Beirut International Airport today, Baker said. The Lebanese government and the UN have agreed that German naval forces will deploy off the Lebanese coast, he said. Italian, French, British and Greek forces will provide naval cover under the command of the international force, until the arrival of the German naval force, in about two weeks, Baker said.
