The air strike in the southern Gaza town of Rafah came as Palestine's prime minister, Ismail Haniyeh, of Hamas, and the moderate president, Mahmoud Abbas, tried to settle some of their growing differences in a meeting. The Israeli strike targeted a training camp of the Popular Resistance Committees, an umbrella group for gunmen from various factions, including many with ties to the Islamic militant Hamas. The group has attacked Israeli targets, including planting bombs under tanks. The Israeli military said the aircraft targeted the car, which was destroyed, as it was leaving the isolated training camp. Palestine police said four missiles were fired. Iyad Abul Aynayn, 29, who had ties to Hamas and was a chief bombmaker for the group, and his daughter were among the dead. A further 14 people were also injured in the blasts. The incident came as the European Union froze aid payments to the Palestinian Authority yesterday because of its refusal to recognise Israel's right to exist. News that the EU, the largest foreign donor to the PA, was suspending its transfers sparked fears other donors would follow suit and predictions that there would be a deep recession in the West Bank and Gaza Strip.
