Iraq Blames U.S. for Failure of U.N. Talks

BAGHDAD, Iraq, July 6 (Agence France-Presse) — Iraq today blamed the United States for the breakdown in its talks with the United Nations on the return of weapons inspectors to Baghdad, accusing the Bush administration of trying to increase tension over the issue as part of its plan to topple Saddam Hussein.

"The U.S. administration is responsible for the lack of progress in Vienna," an official of the governing Baath Party, Saad Qassem Hammadi, said in reference to the failed talks between the Iraqi foreign minister, Naji Sabri, and the United Nations secretary general, Kofi Annan.

United Nations and Iraqi officials said on Friday that negotiations on the return of the United Nations weapons inspectors, which is seen as a step toward lifting the 12-year-old embargo on Iraq, had broken down. This was the third round of talks since a resumption of dialogue between Iraq and the United Nations in March after a one-year hiatus.

Mr. Hammadi said the results of the discussions "weren't a surprise for us because U.S. pressure on the U.N. delegation was known in advance." By applying pressure, the United States was seeking to "block the legitimate demands of Iraq as a prelude to an escalation against the country as part of the American plot," he said.

United Nations inspectors were pulled out of Iraq in 1998, and have not been allowed back.

Mr. Sabri contended that the United States was only insisting on a return of arms inspectors to assist its planned action against Iraq.
