The meeting at the US Strategic Air Command Headquarters is taking place behind closed doors and the protesters are being kept well away. Arms control groups say the meeting will discuss a new generation of nuclear bombs, known as mini-nukes and capable of destroying underground bunkers. President George W Bush's rival in the last elections, Al Gore, has spoken out against the move. "This administration wants to embark on a brand new program to build a new generation of small nuclear bombs to bust bunkers under the ground," he said. "In my opinion this would be true madness."
