Report: Israel to encourage West Bank settlement

Israeli Prime Minister Ariel Sharon backs a US$95 million plan to bring more settlers to the West Bank with offers of free housing and education grants, an Israeli newspaper reported Thursday.

The prime minister's office declined comment on the report in the Maariv daily.

The U.S.-sponsored "road map" peace plan requires Israel to freeze all settlement activity in the West Bank and the Gaza Strip soon.

The new West Bank settlement plan would budget 400 million shekels (US$95 million) to strengthen the Jewish presence in the Jordan Valley, Maariv reported. The Jordan Valley bisects Palestinian West Bank population centers and the Jordan River, and Israeli leaders have long considered it vital to the country's security.

Maariv reported that the settlement plan, which has not yet been approved by the Cabinet, would provide free housing to young couples promising to live in Jordan Valley for at least four years. It said that it would underwrite their college educations, and provide one-time grants of 12,000 skekels (US$ 2,700) if they found employment in the area.

Before the outbreak of Israeli-Palestinian violence in September 2000, about 3,000 Jews lived in Jordan Valley settlements. Their number has fallen by an estimated 15 percent as a result of frequent shooting incidents and a stagnant economy.

In a related development, the Yediot Ahronot newspaper reported that 60 Jewish immigrants from France moved to the West Bank settlements of Ofra, Eli, Kohav Yaakov and Beit El this week.
