ICRC Suspends Baghdad Operations; Canadian Missing Wed April 9, 2003 07:23 AM ET
GENEVA (Reuters) - The International Committee of the Red Cross (ICRC) said on Wednesday that it had temporarily suspended its humanitarian operations in Baghdad because the situation in the city was "chaotic and unpredictable." The Geneva-based agency said a Canadian staff member had been missing in Baghdad since Tuesday afternoon and was feared seriously wounded but that it had not been able to search for him because getting around "involves incalculable risks."
The ICRC said that it feared that Vatche Arslanian, 48, had been wounded when a vehicle in which he was traveling with two other ICRC staffers came under fire. The other two escaped.
The ICRC said that it was not known whether the vehicle, which was clearly marked with the ICRC's distinctive red crosses, had been caught in crossfire or whether it had come under direct attack.
"The ICRC is deeply distressed by its inability to rescue its staff member and by its temporary inability to pursue its emergency assistance to those in need," it said in a statement.
