France, Germany Agree on Avoiding Iraq War

PARIS (Reuters) - French President Jacques Chirac said Wednesday France and Germany had the same position on the Iraq crisis and agreed that everything should be done to avoid war there.

"Germany and France have the same judgment on this crisis," Chirac told a news conference with German Chancellor Gerhard Schroeder after a joint cabinet meeting to mark the 40th anniversary of their bilateral friendship treaty.

"We agree completely to harmonize our positions as closely as possible to find a peaceful solution to the Iraq crisis," Schroeder added.

Chirac added that the successive French and German presidencies of the U.N. Security Council this month and next were "fully coordinated." Both countries were highly critical at a Council session Monday of any move toward war.

But the president did not comment on whether, if a resolution on attacking Iraq were presented to the Council, France would vote the same way as Germany.

Schroeder said Tuesday evening that Germany, which is now one of the rotating members of the 15-seat Council, would not vote for any resolution authorizing an attack on Iraq. France is one of the five veto-wielding permanent members of the Council.

Chirac said France and Germany based their Iraq policy on two fundamental ideas.

"The first is that any decision belongs to the United Nations Security Council and to it alone, speaking after having heard the report of the arms inspectors, in conformity with the resolutions it has adopted," he said.

"For us, the second idea is that war is always an admission of failure and the worst of all solutions. Everything should be done to avoid it."

Schroeder, standing next to the French president, declined to add anything to Chirac's remarks.
