Indonesia Won't Allow Anti-Terror U.S. Forces Mon May 13,12:55 PM ET
WASHINGTON (Reuters) - Indonesia will not allow U.S. forces on its soil to help in the fight against terrorism, but is eager to normalize military relations that had been severed in 1999, Indonesian Defense Minister Matori Abdul Djalil said Monday. "The answer is no because that is not our foreign policy, and we remain confident in the ability of our national police and the military to deal with these threats," Matori told reporters after meeting with Defense Secretary Donald Rumsfeld.
Washington cut military ties in 1999 after bloodshed swept East Timor (news - web sites) when the territory voted to break from Jakarta. Neighbors such as the Philippines have allowed U.S. forces to train their militaries to fight against terrorism.
Human rights violations led to the restrictions, "and we are of the view that it is time for them to be adjusted substantially," Rumsfeld said.
Rumsfeld said he hoped that steps Indonesia had taken to address the human rights issues would help in getting Congress to approve funds for that country.
"The argument that will be made to the hill is that Indonesia is an important country, it is a large country, it is a moderate Muslim state. That they are addressing human rights issues in an orderly Democratic way," Rumsfeld said.
