Singapore threatens SARS quarantine breakers with jail

SINGAPORE, April 23 (Reuters) - Singapore threatened people who repeatedly break tough SARS quarantine rules with jail on Wednesday as an outbreak of the virus at a major vegetable market threatened to spread the disease into the general community.

Prime Minister Goh Chok Tong, in an open letter published on Wednesday, said quarantine breakers could be fined without having to appear in court and repeat offenders could be jailed.

"These measures may be harsh but they are necessary," said Goh. "Taking a lenient attitude will not help us break the cycle of infection."

The SARS virus has killed 14 people in the tiny island state and infected 186.

Health officials said 14 more people linked to the Pasir Panjang Wholesale Centre, the source of 70 percent of Singapore's vegetables, either caught the illness or may have been infected, including an 18-month-old child.

The 24-hour market was shut late on Saturday after three workers there contracted the Severe Acute Respiratory Syndrome virus, posing the first real challenge to the government's strategy of confining SARS to hospitals.

Nine of 10 people infected by SARS in Singapore contracted the illness while either visiting or working at hospitals, and authorities plan to quarantine all of the vegetable market's estimated 2,400 workers by the end of this week.

So far 1,204 workers at the centre have been ordered to stay at home or risk on-the-spot fines.

"Unfortunately there are still some Singaporeans who do not follow the advice given by our health officials. Some are irresponsible. Others are irrational because of their fear of SARS," Goh said in the letter.

"Whatever the reasons, they pose a danger to themselves and the wider community."
