Should I query Deaver's ofc for subject? Should I confirm or cancel mtg?

I have nothing new on this. You are absolutely right about the Omanis insisting on awarding the contract to Airworks-Vinnel. In fact, they originally wanted to give it to Airworks alone, and it was only at US insistence that the proposal was changed to a US-UK joint venture. At the time, one of the losing contractors -- probably Northrop -- circulated stories about Administration collusion in a bid-fixing arrangement which made three Jack Anderson columns and caused us some problems with al-Alawi. Thus, this latest version runs totally counterto everything else we have gotten, and I'm inclined to dismiss it.

over the weekend, i learned that the heritage foundation and aipac have joined forces to try to have a warrant issued for arafat's arrest on murder charges. it is alleged that the u.s.g. and the
[Two and a half lines deleted, (b)(1)(s) exemption] this information was reportedly shared by dick walters. i am nowhat it would take to issue a warrant. however, an "evidence package" is being assembled and will shortly be presented to justice (i'm not sure to whom) and to anti-arafat forces on the hill. if the evidence is even remotely convincing it will be very difficult politically for the administration to avoid action in the post-achille lauro environment. i will keep you posted.

As you know I have provided full and truthful answers to a range of investigators, most recently the FBI, re: the Deaver-Acid Rain case. I refused, however, to turn over any memos or other documents and referred them to Paul and Bob (and you) to pursue that. Apparently the FBI at least has gotten permission to get all of our relevant documents on this, and you have scoured your files to see what is there.

What have you turned over to the FBI or others? Is there any restrictions on what you provide? Specifically, State was told that the investigators have a series of INTERNAL State memos on this question provided them by the NSC. If so, that would be very embarassing. But I'm not sure how internal State documents (which I certainly have in my safe) would be in the "NSC system" and thereby retrievable.

Help.

Doug Menarchik and I met with Holloway to discuss the VP (Doug) idea to have him come back to review our terrorist capabilities in light of VPTF and with a look to the future. It was agreed that JLH could do this in January, if the VP sent him a letter asking him and JMP concurs in the letter and his coming. JLH suggested he would do this with these points: - it would not be public and would be a private series of meetings with the players beginning with the NSC

- the form would be an appraisal/evaluation, it would not be a checklist review of the NSDD. It would be a positive, forward-look at how we might do better or that we are OK

- the product would be a private close-hold letter from JLH to the VP with a least a copy to NSC unless the VP says otherwise.

- he would like to have a desk and some place to put classified material.

- he did think that he is embarassed that we didn't define terrorism and wanted to fix that in a subtle way.

- Doug will be pushing his who is in charge idea and the need for a framework to resolve interagency disputes in responding to events.

- I mentioned that JLH may want to look again at the time-distance problem

We should advise JMP to make SUre he has no problems with this. I think the timing may be good for our push on forward deployment.

I recd call fm DOJ (Charlie) asking for special briefing for Garment who is McFarlane's attorney ASAP. Apparently he will be present at McFarlane's bedside when the Tower Commis interviews him tomorrow.

He does not have a completed BI per DOJ but their position is that since he had access already to information during McFarlane's closed Senate testimony that they feel that this is enough to grant him access. I told them to write a letter outlining the situation. Charlie said that he would have SRB ie, Clark McFadden do so ASAP.

What is your guidance?

We will also be having both volleyball and tennis tournaments. At this point, I have not made up my mind if my "team" should take these trophies along with the baseball event...this will be decided as I sip on my gin and tonic near the cool waters of Lake Leander in Northern Minnesota next week.

Yes, you poor Secretariat, striving baseball players, I will be resting and plotting in Minnesota all next week. Your chances of knowing the Agony of Defeat are all too strong.
(This sad sentiment also applies to the Situation/WHSSS baseball players, poor devils)
