Bush signs suicide-prevention bill named after Oregon senator's son
03:53 PM PDT on Thursday, October 21, 2004
From Wire Reports

WASHINGTON, D.C. - President Bush on Thursday signed legislation authorizing federal help for local programs to prevent suicide by young people.

The new law is named after the son of Oregon Sen. Gordon Smith, who championed the legislation as a tribute to Garrett, who died last year, and as an attempt to help other families avoid the pain of suicide. The Republican senator, his wife Sharon, daughter Brittany and son Morgan attended the signing ceremony in Roosevelt Room of the White House.

"This bill will help identify young people through testing with their parents' permission, it will provide a national clearinghouse for the ideas among the states that work best to intervene, and it will also specifically give resources to college campuses," said Smith.

The new law authorizes $82 million over three years to provide grants to states, Indian tribes, colleges and universities to develop youth suicide prevention and intervention programs.

It emphasizes screening programs that identify mental illness in children as young as sixth-graders, and provides referrals for community-based treatment and training for child care professionals. It also establishes the federal Suicide Technical Assistance Center that will provide guidance to state and local programs, set standards for data collection and distribute data on the programs.

According to the Centers for Disease Control and Prevention, more than 3,000 children and young adults take their lives each year, making suicide the third-leading cause of death between the ages of 10 and 24. Each year, more than 600,000 young people require medical attention for a suicide attempt.
