Seven Eastern European States Invited to Join NATO

PRAGUE, Czech Republic - Seven eastern European countries were invited to join NATO Thursday, putting the U.S.-led defense alliance on course to expand beyond the old Iron Curtain for a second time by 2004.

Secretary-General George Robertson said at a Prague summit that the 19-nation alliance wanted Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia and Slovenia to join, spreading NATO's security guarantee from the Baltic to the Black Sea.

"This round of enlargement will maintain NATO's strength and its vitality as well," Robertson said at the opening of a NATO summit in Prague.

Two Balkan candidates for membership of the 53-year-old alliance, Albania and Macedonia, were turned down and a third, Croatia, applied too late to be considered at Prague. The three have not yet met membership criteria on democracy and reform.

NATO, which brought former Warsaw Pact countries Hungary, Poland and the Czech Republic into its ranks in 1999, sees enlargement as a key part of its drive to remain relevant for post-Cold War security threats and challenges.

Russian President Vladimir Putin has softened his country's opposition to NATO's enlargement as part of a broad pro-Western policy. But many in Moscow still have misgivings, particularly about the alliance's expansion onto former Soviet soil in the three Baltic states, Estonia, Latvia and Lithuania.
