July 11, 2005 Luxembourg Voters Back European Treaty By INTERNATIONAL HERALD TRIBUNE
PARIS, July 10 - Luxembourg voted in a referendum on Sunday to approve the European Union's draft constitution, becoming the first country to do so since the treaty was overwhelmingly rejected in France and the Netherlands six weeks ago.
Prime Minister Jean-Claude Juncker declared that the constitution was still alive after almost 57 percent of voters approved it. Thirteen of the European Union's 25 members have approved the treaty, but all members must approve it for it to go into effect.
"The message that has come out and that is addressed to Europe and the world is that the constitution is not dead after the votes in France and the Netherlands," Mr. Juncker said on Luxembourg television.
The outcome is a victory for Mr. Juncker, the longest serving European Union leader, who had said he would resign if his country rejected the constitution. After the French and Dutch votes, several other countries postponed referendums.
