Asian nations to promote alternative to Microsoft

Officials from China, South Korea and Japan meet in Beijing today to map out plans to promote the Linux computer operating system and other "open source" software as alternatives to the products of US software giant Micro-soft.

The meeting reflects the deep concern among Asian countries over the virtual monopoly enjoyed by Microsoft's Windows operating system and its Office suite of software. Officials hope its grip on the market can be challenged in the region by Linux.

A draft memorandum prepared for the meeting of information industry officials by the Chinese government and seen by the FT lays out plans for Beijing, Tokyo and Seoul to work together to establish standards for Linux, to promote its use, and to share software research.

"The three countries all feel that monopoly is not conducive to the rapid and healthy development of the software industry and that excessive monopoly brings hidden threats to security," the draft memorandum says.

A Japanese official attending the meeting said the memorandum was likely to be adopted, though Tokyo had pushed for revisions to make it clear that the trilateral co-operation would not exclude other nations and would not be limited to Linux.

"We are changing some passages," said Takashi Kume, of the Ministry of Economy, Trade and Industry's IT service industry division.

The meeting marks an attempt to realise proposals for co-operation on alternatives to Microsoft's software that were raised by Tokyo at a ministerial meeting between the three countries last year.

While Microsoft dominates the global operating system and word-processing markets, industry analysts say it faces an unprecedented challenge from Linux, an "open source" operating system that uses code jointly developed by thousands of programmers and free to use.
